Use of exploding target can lead to misdemeanor charge in Oregon

People don't always understand or keep up with all the changes in the state and federal laws in Oregon. Often, people aren't even aware that the laws are changing. Despite the fact that people do not know the laws have changed, they can be charged with and punished for breaking new laws.

Oregonians should be aware of a new law that has just gone into effect dealing with public land. This law -- which went into effect in early June -- prohibits the use of exploding targets in the National Forests of Oregon and Washington. These targets are used for target shooting and consist of a variety of chemicals. When ignited, theses chemicals explode which can scatter debris and start forest fires.

Legislatures say this law was necessary since these targets have caused wildfires which have cost around $30 million in damage and burned over 15,000 acres of public land in 2012 alone.

Under this new law, it is illegal to be found using, discharging or possessing these exploding targets. The law will remain in effect until June 20, 2015 unless it is rescinded before then. While this law affects the use and possession of these targets, it does not prohibit target shooting in National Forests. Oregonians are still able to shoot for sport.

Those found violating this law can be charged with a misdemeanor. While some may believe that misdemeanors have few punishments and are therefore not a big deal, many misdemeanor crimes have serious financial consequences. In this case, if someone is found guilty of violating this new law, that person can be sentenced to up to $5,000 in fines and up to six months in jail. An organization that is found guilty of violating this law can be fined up to $10,000.
